Breaking News: Award of Doctor of Health Sciences/Doctor of Philosophy Degree
Dear family members, friends and colleagues,
I am pleased to inform you that on 23rd of May, I took the final step in completing my Doctor of Health Sciences/Doctor of Philosophy Degree at the Faculty of Medicine and Health Sciences, University of Ghent, Belgium.
I completed my Bachelor of Medicine, Bachelor of Surgery Degree at the Osmania Medical College, Osmania University, India in 1980, over 40 years ago. Then, I completed my Master of Science Degree at the London School of Hygiene and Tropical Medicine, University of London, England, over 30 years ago.
The title of my PhD thesis is: Scaling up, sustaining, and enhancing sexuality education programmes in resource constrained and conservative contexts: Replicable lessons from positive-deviant countries.
It draws upon and builds on work that I did over ten years in the World Health Organization, to identify and document the work of countries that have scaled up, sustained, and enhanced their adolescent sexual and reproductive health programmes when many others – in similar social, cultural, and economic circumstances – have not done so. In other words, they were significantly and consistently more successful than the norm. Having said that, all of them still have much to do to improve quality, expand coverage, and assure equity.
I began working on my thesis in 2020 and made progress in fits and starts but was unable to devote the time and effort needed to complete this work till I retired from WHO in August 2023. I submitted my thesis for consideration in December 2023, successfully undertook the internal defence in April 2024 and then successfully completed the public defence on 23rd May 2024.
The public defence was organized in hybrid fashion. This meant that in addition to the family members, friends and colleagues who could join me in person for this milestone event, many others did so remotely on the TEAMS platform provided by the University of Ghent. My thanks to all who did so.

We had invited him to give the keynote address precisely because of all of this work of his and the vast impact he has had on the field of sexuality education, adolescent development, and adolescent sexuality. Many congratulations Chandra and this PhD has enhanced the field even further.

Sexuality education in adolescence is left out to themselves with parents teachers and other stakeholders are uncomfortable to talk about it to them in appropriate time. Health care providers are not exceptions. I am really impressed by the life long work of Dr Chandramouli on sexuality education. Appreciate that the Ghent University has awarded the Doctor of Science to him to recognise his work. Congratulations Chandra.
Dear Sukanta,
Many thanks for joining my public defence, and many thanks for your kind and appreciative message.
You are absolutely right that we are failing our children and adolescents because we are not willing or able to acknowledge that they are sexual beings, and because we are uncomfortable to discuss the matter.
I applaud you for your willingness to change the situation, and am very pleased to support your efforts in this area.
With warm regards,
Chandra
Dear friend, It has been an honor and true pleasure to witness your public defense of your PhD today. I am so sorry that I was unable to join you in person but please know that I was with you fully connected as always. As you know I am from Luxembourg , and in my country we have a famous dancing procession which takes place every year in May in the medieval city of Echternach – people dance two step ahead and one back… working on CSE over the last decades has very much been two steps forward one back…… Read more »

Chandra
Dear Chandra, It is a remarkable achievement to undertake and finish the PhD. Heartiest congratulations! I heard your defence online and was amazed at the clear communication and articulation of your responses to a range of questions. The subject of CSE itself is complex as much as it is critical for the wellbeing of children, adolescents and young people. Your positive deviance case studies has contributed significantly to clarity on how does it work and how different cultures could implement CSE effectively. You have been a leading light on ASRH and your work over the decades has assisted countries to… Read more »
